The first place to look for your account's quota breakdown is the account's plan tab. Can you take a look and let me know what is reported there?

Also, note that permanently deleting files won't free up space as the deleted files don't count towards your account's quota in the first place.
That said, if you'd like to get your account under quota again, you can:
1. Upgrade through our plans page
2. Increase your quota using referrals bonuses or other promotions
3. Leave any shared folders or Spaces that might be putting you over quota
4. Move files you don't need to sync outside your Dropbox folder.
