How long ago did you last use the account. If it was idle for more than a year, it would have been deleted due to inactivity.

Is there any way to restore an account that has been idle for a year but still paying $12/month to maintain it.

Paid accounts do not get deleted due to inactivity. You're paying for it, so it's always active. Are you having a problem accessing the account? Do you remember your password? If not, you can reset it as long as you still have access to the email address associated with your Dropbox account.
