I have deleted everything from my dropbox account to have more space. I also see on my settings that I have a lot of space but I can not upload videos automatically. It says that I am out of space, I already turned the upload settings on and off, rebooted device (iphone 10) but nothing helped out.

Could you check that you're logged into the same account on the mobile device? How much quota available do you have on your account here?
How large are the files you're trying to upload? Is it possible there's a large video waiting to be uploaded?

Do you have enough free storage on your iPhone in order for the uploads to be processed?
Could you try freeing up space on the phone to see if this helps?
