Cookies message taking up too much space on excel spreadsheet

When I open my excel spreadsheet via 'excel for web' a large bar appears at the top which says 'this site uses cookies.... learn more' and given the bar is so large I am unable to see the tabs at the bottom of the file and therefore unable to use any other excel tabs in the file. 

How can this be resolved?

Several of my clients who use Dopbox are also complaining about the cookies button, it prevents the use of the first tab of the spreadsheet in excel, as you can see in the area marked in red, it becomes inoperative.

Could you please let me know if you get any different results after clearing your browser's cache or using another browser?
