My Downloads folder syncs to Dropbox (I must have inadvertently caused this to happen at some point) and I am worried that if I delete it from Dropbox it will also delete it from my PC (Windows 10). Can I stop it.
Also when I first started to use Dropbox I would get messages warning me that if I deleted a file or folder it would delete everywhere. Again I may well have disabled this message but can I get it back again.

You can find out how to disable the computer backup feature here.
Regarding the warning messages you mentioned, you can reset those through the app's preferences.
Just navigate to your Account tab and hold Alt+H and click on the 'Reset File System Warning options' button that comes up and then click on 'Apply'.
You may need to reboot your computer for these changes to take effect though.
