I have selected to Save HEIC Photos as JPG in Camera Upload settings.
The JPG files upload successfully.
But the HEIC files upload as well, creating duplicates.
Is there a way to upload just the converted JPG and not the HEIC originals?

If duplicates are being uploaded it would suggest that the original photo was edited or had a filter applied, rather than when choosing to convert the file type to JPG.
This can cause duplicate uploads when the edits/filter is applied before the original photo is uploaded to Dropbox, but can be avoided if the edits/filters are applied after the original has been uploaded.

Could you please check for me if these two versions (jpg and heic) of one of the duplicate uploads are the same size?
You can check this info by viewing the file in the mobile app, and tapping the "i" icon in the bottom left of the preview.
From there, towards the bottom of the listed info, you should find the size of the file.
