Dropbox not syncing, but ALL files show as currently syncing

ALL my files are currently shown as syncing.  Dropbox does not report a number of files or how long it will take.  It has been doing this for several days now.  Nothing is actually synced.  Since this problem started no new files have been synced.

I have tried (with no success):

restarting the computer

logging out and logging back into dropbox

reinstalling dropbox

deleting the cache folder

tried to find and delete the dbx file but can't find it...

Hello @jgraupman. Sorry to hear you are having syncing trouble.

Let's see :

  1. Was there any action, movement of your files that could have caused syncing?
  2. What version of the application do you have installed there?
  3. What is the version of your Operating system.
  4. Does your Dropbox desktop app report to be going through an update?
  5. Is there another app or cloud service accessing your Dropbox files?
  6. Do you have blue syncing icons on all your files?

Thank you for the additional information.
