FIles deleted that long ago cannot be recovered. The recovery period is 30 days for Basic, Plus and Family accounts, and 180 days for Professional and Business accounts.
Also, Dropbox doesn't delete your files, even if you go over your storage quota. The only time Dropbox would delete your files is if your account was idle for more than a year, at which point the entire account and all files in it would be deleted due to inactivity.
