It really does sound like you're using two different accounts, especially since you can't see one of the devices you believe be be linked to the account.

I would unlink the iPad from your account and then re-link it. Verify that you're using the same email address to log in on all of your devices. The Account tab in Preferences on the desktop app will show you which email address you used, and you can find the same in Settings on the iPhone and iPad apps.

If that doesn't help, uninstall the app from your iPad, restart it, then reinstall and log in with the same email address used on the other devices.

I just thought they all had the same email.  Digging further, they did not; I wasn't looking at the correct settings. I ended up changing all to a different email altogether, and they all finally synced. Thanks guys.

Are you sure you are using the same account and have not accidentally set up a new account?

www.dropbox.com/account#security on the computer will let you see what devices are connected to your account. Make sure the new iPad is there.

No. Did not help.  I can see all my dropbox files on my iphone, but not my iPad. However, one file appears (but is empty), but none of the others are there. I'm not a total novice, but I'm mystified for sure. It has to be something simple, but I'm not seeing it.
