Files not syncing locally even though "Local" is selected in preferences

Even though I set Sync Preferences to "Start as: Local" many of my folders show a cloud icon and won't download unless I manually select them then re-select "Local".  I want every folder and file to sync locally.  This is happening with Dropbox Pro on two PC's running Windows 10.  How can I completely disable the "online only" sync option for my account?

Aside from Mark’s suggestion, you can also completely disable the Smart Sync system extension from the Dropbox site using the steps here.

You need to manually change each directory to 'Local' I'm afraid.

You should be able to just highlight everything at the root of Dropbox, right click and choose 'Local' though.

The Menu options you are referring to are for NEW files and folders coming in from other sources (shares etc.)

Thank you Mark. I have been doing that but it's tedious... I was able to resolve it by disabling the dropbox extension.
