This screen shot came up after I had downloaded the Public folder from Dropbox.com and then moved it into Dropbox on my laptop. Then I clicked on the Public folder in File Explorer. This is when this message came up.
Here is screen shot of File Explorer. Notice note by Public folder (selective sync conflict) I don’t know what this means. Used to the 6 folders were in File Explorer and in Dropbox. Now they just appear in the Dropbox.com version of my files/folders.
