Frozen Sync from full dropbox even after clearing files

My dropbox was full due to some large video files. Since it was full my files would not sync. I went and cleaned out pretty much everything in my dropbox leaving only essential files. Mostly excel sheets and word documents. However, it appears to be unable to reconcile the deleted files and has been attempting to sync for almost two weeks. I have tried selective sync with no luck. It is just constantly pinwheeling without any progress leaving me unable to transfer any new files between my devices.

 

Drop box rouble shooting guides do not have a fix for this problem and the chatbot is useless. Any ideas how to get my drop box to work again?

Can you please let me know what is your account's plan tab reporting in regards to your quota? 

 

While we're at it, what is the desktop app showing in your menu bar/system tray?
