Hi,
I would like to know if there is a way to transfer files from one dropbox to another online, without syncing it to the local PC. I don't have the space to do it locally. So is there any way it can be done online?
Files size is total of: 400 GB

Yes you can! The easiest way to move files between accounts is through a shared folder. Just follow the below steps to do so:
From your first account...
From your second account...
Once the files are moved out of the shared folder, they are no longer accessible from the first account. I hope this helps!

Also do I need to have space of 400GB on the second account available, so I can share and drag and drop them to that second account?

You can download the files from the first account and upload them to the second account, but that process is time consuming.

Yes, If you are transfering 400GB of storage to the second account, you will need 400GB of storage on the second account.

I used Mover.io to move 600GB last week from Google Drive to OneDrive. It can be used with Dropbox too, and is free.
