I can't access a shared folder due to running out of quota

If you've been invited to a shared folder, which would bring your account overquota, then you won't be able to add it to your account, since it does take up quota.
You can ask the own of the folder to create a shared link to the folder, so that you can view and download files from there.
Additionally, you can also ask them to create a file request, so that you can upload files to their account, if you require this ability.
