I can’t seem to see the “online only” option when I go into smart sync (right clicked on the folder). I can only see “local”. I’m trying to free up space on my laptop as Dropbox has synced everything to it and I’ve run out of space. End goal is to put videos onto my ext hard drive.

If you're upgraded your account recently, have you tried rebooting your machine entirely in order for the option to become available in the context menu?

The option for online-only should appear in Finder.
Could you attach a screenshot showing the options you get when you right click a file in Finder?

Are you certain that this file is located in the Dropbox folder, and that the Dropbox desktop application is running and syncing in the menu bar at the top near the clock?
A screenshot showing the options your Finder window and the right-click menu would help greatly.
