I'm only shared on a single folder, and that folder is empty. I don't have the desktop version of dropbox and haven't used it in years.
I can't upload files or do anything without dropbox screaming at me that I should pay money to increase my storage, which makes no sense because there's no way I can possibly be near my storage limit.
What's going on here?

Could you check your Plan page and let me know what storage usage it shows that your account is using?
Also, is it showing that the majority of the data is coming from personal or shared files?
