No permission to create a link and sharing limits

I created a new folder today (first time in about a week) and got a message that I dont have permission to create a link.  So I tried to share it and got a message that Ive reached my limit.  

I havent used Dropbox in about a week, so there's no way I reached a limit.  Plus I have been using this service for many years and never had any problems like this, regardless of how many folders I create and share.

I waited 24 hours and still getting the same message.  I really need to use my Dropbox to deliver some images, can you unlock it?
