I lost deleted files that I just realized were deleted a year ago. Possibly 1.5 years ago. Is there anyway to pay a fee to see if Dropbox can recover them? Or upgrade my current account to get unlimited recovery space?

I'm afraid that's not possible. Once you're beyond the recovery period, there's no way to recover the files. Even if unlimited recovery was still offered, it wouldn't help to upgrade now. Any changes to the recovery period are only effective for files deleted after the upgrade. It doesn't apply retroactively.
