My screenshots don't seem to be saving into MY dropbox at all. I get a link, search and can see a view of that screenshot and strangers viewing/downloading this file/ What the.....is this?!

If you have the option enabled to save screenshots into Dropbox, they should be saved into a folder in Dropbox called "Screenshots".
The pop up notification allows you to copy a shared link to your file if you'd like to share this, but no-one else can access the link unless it's been shared out.
Could you send me a screenshot of how you're seeing these people viewing/downloading the screenshot?
The visual would be helpful to make sure we're on the same page.

We don't have an email to send info to the Community forum here I'm afraid, but you can add the screenshot in your post or send a shared link.
Otherwise, if you prefer to send it privately then I can suggest checking out the Support options available for your plan from here.
