A guy used DropBox to share a file with me. When I clicked on the link in his email, I received an error. So, I installed the DropBox app on my Win/10. When I clicked on his email link - View File - I still received an error: "That didn't work for some reason; If it's a fluke, it might work if you refresh the page. You can also ask us for help." FWIW a page refresh did not work.
Please help. This should not be rocket science.

Did you download the file and try opening it locally? Might work.
No. I couldn't even see the file to download it.
What you mean "couldn't even see the file"? You told "When I clicked on the link in his email, ...". When you have a shared link, as seems is, the file either could be viewed in a preview page, if content is supported and no other problem, or not, but in both cases you have access to the content. When you are signed in, on the right side bar is ellipsis which menu have entry "Download":
If not signed in, again on right side bar is a button designated for download:
Might be need to expand the bar, if is not yet, using the dedicated button:
