Need to share a file with users that have bad internet connection. I assume the file will be automatically updated when internet connection is restored. Only one user will have write/read privileges and the others only read privileges. They must be able to open the file read-only although it is in use by other users, is this possible? If yes, how?

Place the file in a folder then share the folder with whomever needs access. You can select whether they have can edit or can view access when adding them to the folder.
