I have the smart synch of a folder set to “local”, but whenever I try to open one of the files, a get a message that says “downloading” and it takes a while.

The folder may be local, but the files inside can still be online-only. The folder in that case is in a mixed state. Right-click the folder and set it to Local again, or right-click the file itself and set it to Local.
