Syncing issue when I choose online only

Syncing issue when I choose online only

I noticed that a rarely used large work folder was stored locally (green check) so I right clicked and chose online only.  It's been syncing for hours and still going.  I don't understand what it could be syncing as I thought the local files were reflections of what was online.  I thought I was just removing all the local files?  Is that not the case?
