The shared link asks the recipient to download the app

I shared a video file by sending the link through an URL. While the link is generated, it says anyone who gets the link can access the file. However, the person who received the link through a text could not view the video as it forces the user to download the dropbox app. Am I missing something?

Yes. Right below the Get the app button is another button that says Or continue to the website. The person is simply being offered a chance to get the Dropbox app. It's not required to view the file.
