I want to be able to control at the user-level which users can edit a Paper document versus which cannot. When I click on sharing settings on any Paper document, the options seem to be for all users with access to that doc, but not at user-level granularity where some users can edit and some can only comment I want to use Paper to create a series of wikis, where specific owners of certain pages have edit rights but not all staff members can edit all pages

Hello @cscrvesol - welcome to the Dropbox Community and thanks for using Paper!
It sounds like you're accessing the 'Sharing settings' within your Paper doc and this is the global setting for the doc in question.
If you'd like to change the rights of a specific person you've shared your Paper docs with, you can click on the 'Invite' button and select the rights you'd like to grant them from the drop-down menu next to their names/emails according to your needs.
You'll notice that you get these options:
1. Can comment
2. Can edit
3. Make owner (in case you need to transfer the ownership of the doc at hand).
In addition, you'll also get to choose which rights to grant people you're sharing your Paper docs with when you first invite them to the doc.
