Why does someone I’m sharing a file with have to have a Dropbox account?

Hey there @Redrider321,

By sharing a shared file with someone, you choose to share it only with them and they don't have the capability to directly share it with another user. 

Additionally, they can get an email notification from Dropbox that a file has been shared with their account and have a direct link to the share file.

If the shared file only have to be received, then the 'someone' don't have to have account. For unidirectional sharing - single account is enough. If You want to share a place where both sides to be able file editing, then two or more accounts are needed, depending on parties count.
