Why does the iOS app need to use location services for background uploading?

I noticed that location services need to be enabled for iOS to do improved background uploads, however, I can't find an explanation to WHY is required. Basically, I want to know why I need to be changing locations for background uploads to be improved? If I am uploading with wifi-only, I am basically stationery, and my location does not change. Any insight into this would be greatly appreciated!
