I have a folder of photographs and need to send a link to someone, but I do not want them to be able to either copy the photos or drag them to their desktop. How do I limit this? Thanks.

Ultimately, you can't. Even if you had a Professional or Business account and disabled downloads, there's nothing stopping someone from taking a screenshot of their screen to capture the photo. Remember, ANYTHING on the Internet can downloaded/saved. If it can be viewed online, it can be downloaded.
With Dropbox Professional or higher you can restrict downloads (https://help.dropbox.com/files-folders/share/set-link-permissions), but, what I would say is there are ALWAYS ways round restrictions so do not rely just on these.
