permanently delete files

can someone please tell me how to permanently delete files from the deleted files area. the only option i get is to restore. do i have to wait 30 days. also i want to delete a folder that someone else created and i down loaded - how do i do this?

Only the Owner of a shared folder has the permission to Permanently delete. Please ask owner of the folder to permanently delete, or give you the ownership to the shared folder.
