They're watching a preview of the video, and if you're on a Basic account, viewers are limited to the first 15 minutes. To view the entire video, they need to download it and play it on their computer. If you have a Dropbox Plus, Family, or Professional account, the viewer can stream up to 1 hour, and for a Business account that's extended to the first 4 hours.
