Image Placeholder for Templates in Paper

Based on my chat w/ Tech - the image placeholder is not available..  I see it used on the dropbox paper templates but I was told this is not a feature for users.

I am trying to add the image placeholder (as shown on my original screenshot) into new custom templates. Not sure what else to explain ? 

I want to be able to insert an image placeholder into a new template just like the dropbox paper template shown above.
