Are you requiring desktop , mobile, or email notifications?

Does the admin activity log provide the information you require already?

I looked at the activity log and there appears to be no alert for new users.

Just to clarify, you want a notification every time a new user is added to your Dropbox Business team, and also every time a new user accesses a file? 

What would be the definition of a new user accessing a file? Are they new for a week, or less? Is it for literally any file they access? Does this also apply to shared folders, which means they're not members of your team necessarily?

Yes a notification every time a new user is added to our dropbox team, or someone new accesses our files for the first time. This should apply to any files and folders we own, even if we have shared them. It would cover users which are not part of our team.
