After most recent update (for iOS) Dropbox does not open at all without internet connection. On my other iPad, without latest update, it works perfectly even in flight mode.

I'm seeing the same thing on both the stable (v94.2.2) and beta (v95.1.2) versions. I've filed a bug report with Dropbox.
If Dropbox is already opened in the background and you switch to it when you don't have a connection, the crash does not occur (i.e. Dropbox was opened and sent to the background while you had a connection, then you switch to it later when you don't have a connection).

We are aware and were able to make an internal change that should mitigate this. By now you should no longer be seeing crashes under the outlined circumstance.

I’ve been banging my head off my desk since discovering my offline files that I use multiple times a day are inaccessible since I updated my ipad 2 nights ago. Just perfect timing when I’ve gone away from home to a place with no WiFi in order to study. I’ve just come back from a 2 week trip to Europe where I used my iPad’s offline dropbox files constantly for studying whilst on flights without any problems.
Please fix this and fix it quick. I’m fortunate in that I can hotspot my mobile phone’s cellular data to continue accessing these vital files, but it’s incredibly frustrating to have to do this for what is supposed to be an offline function saved on my flipping device.
(Dropbox for ipad v94.2 = up to date, problem started upon installing iOS 11.3.1)
In the latest iOS update for ipad whenever i lose wifi connection, I can no longer scroll down through my files. Anything on the first screen works fine but I cant scroll down until i reconnect to the internet.

I am experiencing this very same issue after updatng my IPad to the latest ios!
