This used to be a feature, you could just pause syncing and resume when it suits the user.
A feature that is useful when one has a slow internet connection and needs a different task prioretized.
It hasnt gone.
It is still there. Just move your mouse over the 'your Dropbox is up to date' text

Wow thank you! It's very much hidden though. I don't know how to remove this then, if possible I will.
