I'm not able to open dropbox in order to "quit", and it also won't let me uninstall it because it says it's still "open". How can I uninstall it?

In that case, could you open he 'Activity Monitor' utility on your computer (normally located under Applications > Utilities)?
From there, please check if there are any other processes associated with Dropbox that may be preventing Dropbox from being removed from your device.
Once you have launched 'Activity Monitor', if you see any items that refer to Dropbox, or recognize any programs that you may have linked to Dropbox, could you please perform the following steps?
After that, follow these steps to uninstall the app normally.

Yes, I have tried rebooting. My operating system is macOS Big Sur 11.2.3

Thank you - that solved my problem.
I have followed the steps advised trying to uninstall dropbox using the activity monitor, but it will not remove. I am dragging the item from the applications folder, but dropbox seems integrated to the finder, perhaps creating a loop that then activates it running? Im confused and annoyed, please advise!

Have you closed Dropbox first by clicking on its icon on the status bar? Then click on the little image of you/letters and 'quit'.
