I have two accounts on my Windows computer. One is an old account that I no longer use, and the other is my current account. Each one is connected to Dropbox. Can I safely delete the Dropbox folders and files that are associated with my old Windows account (and disconnect that old Windows account from Dropbox) without affecting my Dropbox use with my current Windows account?

You can unlink the old Dropbox account from the desktop app and then remove the Dropbox folder from your computer.
Once you do this, you can sign in to your current Dropbox account via the desktop app.
