I'm using Windows 10. This issue appeared a couple of days ago. Never had this problem before.
The Dropbox icon in my taskbar shows the blue syncing symbol permanently.
When I look at my folders in Dropbox they are all showing up to date. None of them show the blue syncing symbol.
I have quit and re launched Dropbox
I have checked that I have plenty of space on my hard drive and on my Dropbox account
I have restarted my PC
I recentlyupdated some fo the Smart Sync settings on various files. The setting shows as updated on each file. This is the last action I have taken with Dropbox. I made a lot of files on line only.

Since you mentioned that everything appears to be synced, can you try these steps to see if that does the trick?
Please also try the same steps again and instead click "Fix permissions" if the app still shows as "Syncing".
If the issue persists, please let me know which version of the desktop app you have installed and the current sync status.
