Endless file sync and blue screen with huge usage of CPU

Hi, I have been dropbox user for many years and my colleagues as well.

We don't remember clearly since when this issue started to happen, however nowadays our dropbox do not work at all - or maybe I should say, it works toooo much!
It keeps syncing, eventhough we chose selctive sync, and required massive CPU (more than 5-60%!) and eventually my CPU hit 100%, and screwed.
This started to happen to my colleague first, and all of us decided to re-install together,
and now unfortunately all of us face with the same problem : Computer crash, endless sync. Now we can not use our back up files in dropbox server and we really need to do something.

I have done many solutions suggested from community :
1. Reinstall  - not working
2. change window setting - not working  
3. Permission/hard link button  - not working

really hope to fix this problem ASAP. we desperately looking for a solution.

Hey @karrotta, thanks for reaching out to us about this, and awesome work on the troubleshooting!

I just wanted to ensure that we cover most initial ground and check if you've had a look through this article which suggests some ways to tackle high CPU/RAM usage.

I already read the article but it did not help. 
also do the symlink check, and it says they can not get the address.
