Until just yesterday. i was happily using Dropbox on my iPad Mini (MD530LL/A) running iOS 9.3.5. Suddenly it stopped working entirely. I run it and it immediately crashes. Ive rebooted. Deleted the app and all its data. No luck. Are others experiencing the same sudden change?

My guess is that because Dropbox is no longer supported on iOS 9.x you've just been lucky. I'm afraid I dont think its going to be possible to get it to work again. Minimum requirement is iOS12 now.
