Permissions Error - Can't start Dropbox - Windows 10

Reinstalling Dropbox after replacing c: drive and restoring mirror image to new drive.  Old Dropbox folder cannot be overwritten or deleted, neither from Dropbox installer, nor from when logged in as Windows Adminstrator.
