I have two queries regarding installing the desktop app:
1. When the app is installed on my laptop - can I initially select which folders to sync BEFORE the installation process starts autosyncing all folders and clogging my harddrive?
2. what are the limitations for the desktop app if I don't have the administrative rights whe I install it? can I still transfer and use files?

To cut things short, yes, you'll be able to choose which folders from your account you'd like synced to your computer upon installing the desktop app.
Also, note that the Dropbox desktop app requires admin privileges to run with full functionality on your computer as this enables multiple different core features of Dropbox, including:
