Smart sync not working with DropBox Plus

My Dropbox Plus account on Macbook Pro doesn't smart sync online only. It only has the little cloud symbol if the folder is empty and I cannot get the files to individually smart sync to online nor the folders. I can right-click on a folder or file and go to smart sync and then the local or online option appears, but when I click on online nothing happens. The advice is to go to preferences - well I don't have a preference option I have a settings option but when I go to that there is no sync option to choose.  Not Happy

Preferences within the Dropbox app. Click the Dropbox icon in your menu bar and select Preferences.
