There is a Windows 10 fix for the 260 Character filename limit, that has been around it seems forever, which is built in to Windows 10 from Aniversary Edition IIRC. Unfortunately it is turned off by default, even more unfortunately the only official way to turn it on is only available on the Professional & Corporate editions, not the home edition!
The good news! If you install a recent edition of Python 3 for Windows then, during the installation. it will offer to turn on the fix for you! Of course the bonus is that you will then have a working installation of Python and can start to have a play with it.
Windows has this issue for ages. It feels really annoying. I would suggest you to try using this program LongPathTool. This will help you with the issue regarding character restriction. It helped me alot.
