cannot add third device in free version, theoretically I cannot connect more then 3 but allows only for two

You likely already have three devices linked to your account. You can review and manage the devices linked to your account on your Security page.

Unfortunately that not the cas, I checke several times, I have only two but clearly Dropbox see 3, but on the list of connected devises shows only two🤷🏼‍:male_sign:

If you're still having issues with this, could you post a screenshot of the exact error you get?
