control download speed on Ubuntu 18

I have slow DSL service (1.2 megabit/sec) and don't want to use all of my download bandwidth for populating my full dropbox folder on a new machine. How can I set the maximum download speed for dropbox updating? I am on Ubuntu 18.

You can limit the bandwidth for the desktop app using the "throttle" command outlined towards the bottom of the list here.
