I’ve reproduced with you(both with the“Drag & Drop” & the“Move” options on Files) & I received a similar message, hence I've made sure to transfer your comments & troubleshooting steps along to our specialists, so as to investigate this behavior in more depth.
Please note that my content was transferred as expected though in both instances.

I'm getting the same error message trying to copy a group of nested folders with mixed file types from Dropbox to my iPad running iPadOS 13.5.1. I get the same error trying to to save it "On My iPad" as well as to an external SSD drive.
