Hi,
We are a non-profit run by a team of approximately 20 volunteers. We can't afford 20 business seats even with the discount, so we have purchased what we can and then everyone else functions as a non-team member via shared folders.
Volunteers come and go, and we've had issues getting ownership of company files created by non-member volunteers.
Is there any way Team Folders could help us with this? Or any other solution?

No, I'm afraid not with Dropbox. The issue is that those other people 'own' the account. Via Dropbox you've no claim or authority over it.
A possible work around could be, however, to set up a domain for the charity and give everybody a charity email address. Then activate all of the Dropbox's via that email addresses. That way, as long as they dont change the email on the Dropbox account, you could simply reset the password on the email account to get access to that and then reset the Dropbox account password (as the reset email will go to the email address you now have control of).
