Business Admin Toolkit Templates

When trying to modify user accounts, how are these templates used? the one I need, the UpdateMembersTemplate has no headers so I'm not sure what columns in the example correlate to what field to be able to use this tool. I didn't seem to find anything in the readme file or on google about this issue either.

Does the admin toolkit still work? i see a reported issue that the API no longer supported the specified tokens as of March 2021.
