I think I ran into a similar issue and found an even simpler solution.  I had a team with separate Pro accounts and I wanted to upgrade the team to a Business account and was getting an error message no matter which upgrade option I tried.

To solve it...  Clear all of your *dropbox* cookies.  Then login again and use one of the Upgrade/Try It Now buttons.
