Can a shared excel spreadsheet (similar to google docs sheets) be set up in Dropbox?

If you mean shared in the sense that it allows simultaneous editing by multiple people, yes, you can do that with an Excel file in Dropbox, but the editing can only take place using Office Online through the Dropbox website. You cannot do simultaneous editing of a file (any file) with the local copy of your files.
